If Hand of the Praetors is out and an infect spell is cast will my opponent recieve a poison counter even if the spell is countered?

if hand of praetors is on the field and i cast an infect card does praetors ability still work even if the infect card is countered since i did "cast" it

Yes. A spell is cast before it can be countered.

Yes, countering a spell doesn't mean it isn't cast.
