No. Clone does not copy the counters on a creature. Echo Mage 's abilies will be copied if you spend the mana to level it up. I do not know the rule number that says why, but copies do not get the counters on the permanents/spells they copy.

It does have the stats of the level zero Echo Mage and it has Echo Mage's Level up ability.

When copying an object, the copy acquires the copiable values of the original objects characteristics and, for an object on the stack, choices made when casting or activating it (mode, targets, the value of X, whether it was kicked, how it will affect multiple targets, and so on). The copiable values are the values derived from the text printed on the object (that text being name, mana cost, card type, subtype, supertype, expansion symbol, rules text, power, toughness, and/or loyalty), as modified by other copy effects, by as . . . enters the battlefield and as . . . is turned face up abilities that set characteristics, and by abilities that caused the object to be face down. Well, that's what I meant. You couldn't level it up unless it came into play with the level up ability.

Echo Mage
No, Clone copies the Echo Mage not the levels on the Echo Mage. Clone does not get the counters on the creature it copies.
