If I control Leyline of Anticipation and I Journey to Nowhere Gideon Jura

Does Gideon Jura stay exiled as long as i control Journey to Nowhere ?
I Imagine he would because it doesn't matter if the target isn't a creature anymore it would only matter if the target is a creature when it enters the battlefield but just wanted to double check.

As long as the card does not says anythng about the restrictions, they do not apply.
Journey will care about its target to be a creature after it entered the battlefield and its triggered ability went on stack.

You're pretty much right. Journey to Nowhere's ability (and all abilities that target but have a lasting effect) only care that their target meets the requirements both A) when the ability is announced and B) when the ability resolves.
An iconic example of this is with the card Vedalken Shackles . The card only cares that the creature has power less than or equal to the number of islands you control when you use the ability. What helps give this away is the presence of the phrase "so long as" in reference to the shackles being tapped. If the cards actually cared about those as lasting restrictions, they would read "so long as it's a creature" or "so long as it has power less than or equal to the number of islands you control".
