If I exile All is Dust with a Semblance Anvil and have Eye of Ugin on the field, will my colorless Eldrazi spells cost 4 less to cast now?

I'm confused. Are the effects redundant or do they stack?

Well...no, but not for the reason you're thinking.
Semblance Anvil would stack with Eye of Ugin . However. The Anvil notes that "spells you cast that share a type with the exiled card cost 2 less". A card's type is everything on the left of that dash - so artifact, creature, enchantment, instant, land, plane, planeswalker, scheme, sorcery, tribal, and vanguard. (Rule 300.1).
"Eldrazi" is, unfortunately, a card subtype - which is anything on the right side of that dash - and so it doesn't impact the Anvil one way or the other.
In your scenario, you can cast all sorceries for 2 less, all Eldrazi for 2 less, and all Eldrazi sorceries (i.e., just All Is Dust and Skittering Invasion ) for 4 less.
