If I have a Stormtide Leviathan out and another creature equipped with Whispersilk Cloak can that creature attack even if it doesn't have islandwalk?

I believe it is a global ability so does not target but would just like to be sure

Any creature, unless it has islandwalk or flying, equipped with Whispersilk Cloak with a Stormtide Leviathan in play cannot attack. Shroud only protect the creature from being targeted by spells or abilities, not global. Your assumption is correct.

Wah's right. Looking for the word target on an ability tends to be a good way of checking whether shroud makes a difference.
