if i have Cast Through Time and cast All Is Dust does it still obtain the rebound?

I don't think so, as part of the resolution of All Is Dust you would have to sacrifice Cast Through Time , and Rebound only happens after a spell resolves. So, Cast Through Time would not make it rebound because rebound would trigger after Cast Through Time was Sacrificed.

I need someone to confirm this, but I think I have it right.

im not quite sure if that is correct because the reminder text for rebound says to "exile it as it resolves" not after it resolves. so i think it is very possible that it does rebound. lets say you cast all is dust it resolves and as it resolves it exiles itself (for rebound) then each player sacs all colored permanents. if the rebound part of the spells resolution happens first then i'd say that it will rebound for sure. though im not 100% on when the rebound actually happens during the spells resolution.

so after all that i think it will rebound but hopefully someone else can give a better argument than i

From the RoE set FAQ, under the entry for Cast Through Time :

"For the rebound effect to happen, Cast Through Time needs to be on the battlefield as the spell finishes resolving. For example, if you cast Warp World from your hand, and as part of its resolution it puts Cast Through Time onto the battlefield, Warp World will rebound. Conversely, if Warp World shuffles your Cast Through Time into your library as part of its resolution, and doesn't put another one onto the battlefield, it will not rebound."

Based on this I'd say that because All Is Dust causes you to sacrifice Cast Through Time in the same way that Warp World would cause you to shuffle it into your library, that All Is Dust wouldn't have rebound. (Unless you found a way to avoid sacrificing it, like making it colorless.)
