If I have Cursed Rack and Anvil of Bogardan on the battlefield what happens to my opponents hand?

What happens to the opponents hand, if I have both cards out?
Sigh, I'll try again:
Cursed rack is: As Cursed Rack enters the battlefield, choose an opponent. The chosen player's maximum hand size is four.

Cursed Rack + Anvil of Bogardan .
Assuming you or an opponent just powered them both out at once, this is how it would work.
The errata on the Rack state that the max hand size is changed to 4, instead of just forcing them to discard. Now, the Anvil of Bogardan prevents them from having to discard based on the game's discard phase, and actually lets them draw another card during each players draw phase and then discard.
Just like your maximum hand size is 7 naturally, that is what forces you to discard when you have surplus, but only on your discard phase. Which you're now skipping. So really, the Cursed Rack won't be doing anything, the Anvil of Bogardan will trump it entirely.

The Anvil of Bogardan 's errata doesn't have any skip-discard-phase paragraph.

Whoops, forgot to check the Anvil for errata.
So, the Anvil is errata'd to say "Players have no maximum hand size."
Basically, if something in Magic tells you No and something else tells you Yes, the No tends to win. "No Maximum Handsize" vs "Handsize is 4" = you don't have a maximum handsize.

Yes.
Basically, because you are told that you have no maximum handsize, no other effect telling you that you in fact DO have a handsize will take priority over that. It's the same as the old Gnat Miser vs Spellbook situation.

In terms of citation, the easiest confirmation of this is :
'Just add or subtract the numbers in the effects to determine your max hand size, but if one of the effects says you have no maximum size, don't bother-- arbitrarily large minus whatever means you still have no max hand size.'

Not to triple post, but I found the exact section of the ruling on it :
101.2. When a rule or effect allows or directs something to happen, and another effect states that it can't happen, the "can't" effect takes precedence. Example: If one effect reads "You may play an additional land this turn" and another reads "You can't play land cards this turn," the effect that precludes you from playing lands wins.

Just to clarify, oracle texts says:
Cursed Rack: Players have no maximum hand size. At the beginning of each player's draw step, that player draws an additional card, then discards a card.
Anvil of Bogardan: Players have no maximum hand size. At the beginning of each player's draw step, that player draws an additional card, then discards a card.
