If i have Leyline of Anticipation on the battlefield can I level up a creature on my opponent's turn?

If I have a leyline-of-antecipation on the battlefield can I, as a response to his attack, cast a creature and at the same time level it up?

no you can not level up a creature on an opponents turn because the level up mechanic can only be used any time a sorcery can normally be cast.

also leyline only affects the casting of cards not their activated abilities

also flash allows you to cast cards at instant speed which doesnt change the restrictions on activated abilities (which level up is) if it can only activated when a sorcery can be played then it can be only activated during your main phases.

306.5d Each planeswalker has a number of loyalty abilities, which are activated abilities with loyalty symbols in their costs. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if none of that permanents loyalty abilities have been activated that turn.
