If Iona, Shield of Emeria is on the field can players play spells that share a color with iona's chosen color?

say I have "iona-shield-of-emeria" and a multicolored card that costs green and blue to cast, if I pick green, can that player cast that spell?

No, multi-colored cards are all the colors in their casting cost, assuming no external effects or weird rules text on the card. So, that spell with green and blue in it's cost is Green and it is Blue.
