If Warren Instigator deals damage do i have to meet the casting requirements of the goblin it puts into play?

So a Warren Instigator deals damage to an opponent. When putting the goblins on the table, do the casting requirements have to be met? e.g. I choose Boggart Mob . Do i have to champion a goblin? (and even if I don't, can I do it anyway?). Or if it's a Voracious Dragon , can you use the devour ability?

Yes, like Leafs_suck said any Goblin you put into play using Warren Instigator has it's "When this comes into play" effect activate. However, you could not use Warren Instigator to put Voracious Dragon into play because it is not a Goblin, but if you could bring Voracious Dragon into play with Instigator then, yes you could pay its devour ability. You would also still have to Champion a Goblin with Boggart Mob or sacrifice Boggart Mob.

Yes, if any goblin you put into play has an "enter the battlefield" or "as this card comes into play" effects, if you put them into play, you activate all abilities of the card.
Now, if it had a "when this card is cast" effect, you wouldn't be able to activate it because putting them into play is not casting the spell.
