OK, so what happens if my opponent and I both have 0 cards remaining in our libraries. Then I tap Temple Bell ? Draw or no?

draw game. assuming neither player has any instant-speed "target player draws qty card(s)".

120.4. A player who attempts to draw a card from an empty library loses the game the next time a player would receive priority. (This is a state-based action. See rule 704.)

704.5b If a player attempted to draw a card from an empty library since the last time state-based actions were checked, he or she loses the game.

You forgot the important rule:

104.4a If all the players remaining in a game lose simultaneously, the game is a draw.
