Library of Leng and Sphinx of the Chimes

I’m thinking that because Sphinx of the Chimes ability is a cost, you wouldn’t be able to discard two to the top of the library and then draw four? Is that correct?

Yes that's correct. Library of Leng's current Oracle text is a little more clear than the last printed version: If an effect causes you to discard a card, discard it, but you may put it on top of your library instead of into your graveyard. A cost is different from an effect, so the Library's replacement effect won't apply to the cost paid for the Sphinx's ability.
