When a token is generated by the above card, it accounts for the amount of artifacts that player controls when the token is created. The tokens power and toughness wouldn't increase statically as the number of artifacts increases right? Since the bass power and toughness is 0/0 not /?

Simulacrum Synthesizer
The constructs made with Simulacrum Synthesizer do dynamically change power based on the number of artifacts you control. The tokens have a static ability that gives them a buff, the static ability is constantly monitoring the board state. Stuff that is ∗/∗ has a characteristic defining ability that operates slightly differently with other effects. If it made a creature that was a "snapshot" of the artifacts you had when it was created it would be worded more like "Whenever another artifact with mana value 3 or greater enters the battlefield under your control, create a X/X colourless Construct artifact creature token where X is the number of artifacts you control."
The difference between the way Simulacrum Synthesizer is worded and giving the tokens a CDA can be seen in their interaction with things that set P/T. With 4 artifacts out Ensoul Artifact on the current tokens make them a 9/9 (base 5/5 with +4/+4). With a CDA the tokens would be 5/5s.
