What does it take to get on top decks list?

I was wondering how the 'Top Decks' list is chosen... The decks are usually rated from 5-13+, and not restricted to standard. I have a deck that would fit that rating, and also has more comments and views than some of them... I am not upset that my deck isn't there, I am just curious as to how the list is chosen, as a whole.

It takes getting many ratings in a short amount of time. I don't know the exact formula but it isn't just the highest rated decks on the site. There is a time factor to it.
