What happens when a creature has a -1/-1 counter then gets a +1/+1 counter?

Say I put a -1/-1 counter on a creature, then a +1/+1 counter on it. Would both counters go away as a state based effect, or would they remain, possibly relating to abilities that care about counter types?
704.5r If a permanent has both a +1/+1 counter and a -1/-1 counter on it, N +1/+1 and N -1/-1 counters are removed from it, where N is the smaller of the number of +1/+1 and -1/-1 counters on it.

back when shadowmoor came out there was a rulestip card that touched on this exact topic. the answer is both are removed as a statebased effect
