What happens when you Play Boros Garrison without having any other lands out?

For instance, if I play Boros Garrison on my first turn, does it come into play tapped, or return itself to my hand?

It would return itself to your hand because the Boros Garrison is the only land on your side of the field.

They're correct. The Garrison enters the battlefield, then the "return a land" ability triggers, and upon its resolution you'd have to return a land - THE land - to your hand.
