It's a casual multiplayer format. Wizards released it this past summer as part of their ongoing push to make some retail multiplayer sets. (Planechase was the first, in 2009, and Commander's next, coming summer 2011).

The short form is it's a "one vs. many" style of play where there's a team of players facing one "archenemy" who has powerful, oversized cards called "schemes" that he sets into play each turn. These schemes can be extremely strong, though there's little way to manipulate or plan for them.
It's quite fun, though it can be very...swingy. It's difficult to balance.
