Tularius has it, I remember when I saw egotist at the pre-release. I had pretty much the same "uhm...wha???" reaction.

Kindle the Carnage makes it a board sweeper
Morph him and play Torrent of Fire
It is a bad card but does have a place

Read through that, it explains him some.
Still, at its base a part of it had to be the designers going "What if we did this?" and letting the Johnnys of the community figure out how to use him. =p

I can't answer this from any personal knowledge, but my friends all tell me that the set Scourge had a lot of cards that revolved around high Converted Mana Cost. Dispersal Shield and Rush of Knowledge are two good examples from Blue. By having an incredibly high CMC, but low Morph cost, Scornful Egotist allows you to fuel those cards with greater ease than might normally be the case.
