I have an abridged "phases of the turn" spreadsheet that I made for my playgroup to help the players keep track of the different steps in the phases if you want it.
I took all of the rules for a players turn and broke it into phases so it's easy to read what is happening each turn phase.
No worries if not. It's amazing how often we are pulling it up on the computer to refer to it during a game where an action is in dispute between to people though.

State based nonsense occurs after something resolves and before any player gets priority after something else happens. Like, if you Lightning Bolt a Grizzly Bear, right after LB finishes its thing, that Elf will die as a result of the damage before the Active Player gets priority again.

That is also true. It is constantly checking the state of the game to see if anything has changed that needs to be accounted for.
I guess I was simply referring to the single point during a turn phase when the game field is checked over before the turn is passed to the next player.
I'm kind of hungry now, for some reason too.

@theemptyquiver: State-based actions are checked way more often than just the cleanup phase.
704.3. Whenever a player would get priority (see rule 116, Timing and Priority), the game checks for any of the listed conditions for state-based actions, then performs all applicable state-based actions simultaneously as a single event. If any state-based actions are performed as a result of a check, the check is repeated; otherwise all triggered abilities that are waiting to be put on the stack are put on the stack, then the check is repeated. Once no more state-based actions have been performed as the result of a check and no triggered abilities are waiting to be put on the stack, the appropriate player gets priority. This process also occurs during the cleanup step (see rule 514), except that if no statebased actions are performed as the result of the steps first check and no triggered abilities are waiting to be put on the stack, then no player gets priority and the step ends.

Yeah. I guess I read the question thinking he was asking for a specific time, so I was trying to pinpoint one instance of the game checking for state based effects.
Also see my above comment regarding hamburgers and french fries, explaining the error of my ways and the sincerest apologies I can muster for trying to lead the flock astray.
You kids and your "numbers with decimal points rules"...I had to learn all of this sh!t to memory, and I don't have a great memory for remembering memories.

In the clean-up part of the end phase.
It's the part of the end step after a player is discarding down to 7 cards, and the damage is removed from creatures and "until end of turn" abilities and effects resolve.
The game checks for State-based effects at that point.
