When can you cast spells on your opponent's turn?

Someone was telling me that during an opponents main phase, you can't use any instants or abilities until they do something. Where this comes into play is say you have a card that taps a creature, and you want to tap the creature before the attack phase, well if that's true then you can't. So, is it true?

500.2. A phase or step in which players receive priority ends when the stack is empty and all players pass in succession. Simply having the stack become empty doesnt cause such a phase or step to end; all players have to pass in succession with the stack empty. Because of this, each player gets a chance to add new things to the stack before that phase or step ends.

So, thus if your opponent doesn't do anything in his main phase, he "passes" to you. then you can either play an instant or activated ability, or not do anything, in which case it will go to the combat step.

Which brings me to a funny story.
ptq, 2x people playing.
Person 1 get's 3 red lands into play, and thinks about his upkeep. Draws the hasted goblin, and lays a land.
Person 2 asks : can I respond?
Person 1 says : sure...
Person 2 says: I'm doing nothing, ok combat...
Person 1: hold on... JUDGE!!!
Judge Brought over, everything explained, who got ruled in their favour?

Basically player 1 got himself done out of his own first phase because he basically passed priority to the second player after playing the land. And like rule 500.2 states, if priority is passed with neither player playing anything, then you. go to the next phase.
This was something thats happened quite a few years ago, and well, the game has changed a lot since then.

There are 3 points to which an opponent can interact during a phase.
At The beginning of a phase
when a spell or ability is placed on the stack, and he passes priority. (if you do nothing then the spell resolves and user usually maintains priority)
At the end of a phase.
During these phases, unless there is a card or something which stops you, you should be able to ask and interact with your opponents turns on this basis
