When is the "end of turn"?

At the end of the current turn (whoever played the card) or until he get his next draw step?

The "end of turn" comes when the active player, the player who just had their main phase, says that they are ending their turn. The reason this is important is because there is a "clean up" step that comes before end of turn that is normally skipped over. But when a player says that they are doing something at "end of turn" they are really doing it during this clean up step.

Untap

Upkeep

Draw

Main Phase 1(Pre-Combat)

Combat

Declare Attackers

Declare Blockers

Damage

End of Combat

Main Phase 2(Post-Combat)

End Phase <- This is the end of the turn

If your want to do something at "end of turn" just say "in response to you ending your turn:" And then do whatever it is your wanting to do. What your essentially doing is taking priority when they pass before the end of their turn. There a lot of cards that you have to activate or cast at the end of turn and if you don't do it right you miss your opportunity. So always say "in response to" and you will be all right.
