When you copy a spell, do you have to declare the new target immediately?

If my opponent casts []Fireball[], can I use my []Echo Mage[]'s ability to copy it, and then wait to see if he will also play a creature that turn to target that, or must I declare the new target as i copy it?

Echo Mage 's ability allows you to copy an instant or sorcery spell while it is on the stack.

Creatures without flash cannot be played unless the stack is empty.

So if your opponent casts Fireball and passes priority to you, you basically have two choices:

1) Copy the Fireball and choose your targets amongst the existing targets. 2) Pass priority and let the Fireball resolve, which means it will be too late to copy it.
