How does the spell Split Decision resolve, do you first vote when the spell is put onto the stack? Or do you vote to resolve the spell to either copy or counter the instant or sorcery? From my interpretation, I believe that voting happens when you put Split Decision on the stack but I would appreciate clarification.

Only the target is chosen when the spell is put onto the stack.

If the spell is allowed to resolve, then the voting happens as part of its resolution - so, there is no voting if the spell is countered or otherwise fizzles. And once the voting process is underway (i.e. the spell is resolving), there is no chance for its effects to be responded to.

Just adding further information from the Gatherer rulings on the card. Note this will generally apply to all voting mechanics:

29/05/2014: ”No player votes until the spell or ability resolves. Any responses to that spell or ability must be made without knowing the outcome of the vote.”

29/05/2014: ”Players can't do anything after they finish voting but before the spell or ability that included the vote finishes resolving.”
