Will Turn Aside counter a counterspell, if that counterspell targets a permanent you are casting?

Or, in other words, is a permanent counted as a permanent if it hasn't hit the board yet?

While the card is on the stack, it's consider a permanent SPELL, which is different than a permanent. Once the spell resolves and enters the battlefield, it becomes a permanent. So no, Turn Aside can't target anything that targets a spell on the stack.

Correct, it is on the stack and is not considered a permanent yet. Turn Aside can not counter a counter spell.
