Ideal mana base, taking into account that 38 lands is a generic staple and depending on the mana curve of your deck, will adjust how many lands you run (minimum of 8 basic lands personally =).
Your budget comes into effect as well, if you can only afford the basic tapped duels you won't be to slow (they are there for giving your mana base structure). Same can be said for the fetches, as the 'enter the battlefield tapped fetches' are a speed bump but ultimately it just slows you down a bit.
Check Mana Base Crafter for examples.
Running the full 7 Fetch lands as there are 4 fetch-able dual sources in the allied colour pairs.
The utility lands can be swapped out to be what ever you need them to be but I tend to run Ancient Tomb and Strip Mine in all of my decks, starting to see Scavenger Grounds put in work, it also becoming a staple in most decks I run.
Check EDHREC for your Commander to show the most played options.
Basics lands ratio will depend on the coloured mana requirements in your deck,
I have just split down the middle to fill the numbers for basic lands.
Note: 2 - Azorius Merfolk tribal decks also get a nice tribal Dual Land Wanderwine Hub that can replace one of the enters tapped duels.
