Many excellent blue decks share a similar problem: How do they get to the late-game without getting trampled by beasts, or overran by dozens of rat colonies? the answer is simple enough; you just need the right mix of game-slowing enchantments and non-permanents! The mix varies from deck to deck, but usually a fine blend of taxes, bounces, and other punishments is able to slow the game down to whatever pace you desire.
