I don't know how this hasn't been mentioned yet, but Arcanum Wings is another great way to cheat in your Conscription. It's faster to pull off than with Sovereigns, but requires you to have the Conscription in hand.
Your deck is not focused on Storm Crow enough. You need to cut back on anything that can win you the game without Storm Crow, because that is the best way for you to win. Elspeth, more like ElsPASS. Knight of the Reliquary? Should be reliquated to your binder. Rafiq? Rafused.

#1There's a lot of depth to mono-white aggro and many different ways to go about it. It seems like you're focused on convoking and going wide.
I think your deck really wants Raise the Alarm and Triplicate Spirits. These seem like better options than Loyal Cathar or some of your 1-drops. You've got quite a selection in your maybeboard... Sacred Cat is good, so are Thraben Inspector and Novice Inspector.
If you go down the road of artifacts, you might consider playing Brute Squad. Here is my list as an example
