Read This Please:

So this is a list of all Un-Set Commanders, at least as many as tappedout has added for now (Tappedout add them already REEEEE.), for anyone wanting to play with a Silver-Bordered Commander until the 15th January. If you do not know what I am talking about see this Image of a forum post by the EDH Rules Committee:

So this means that until January 15th 2018 all EDH players may play silver-bordered cards in their decks apart from a choice few. I would personally also recommend banning Nerf War for the same reason as the 14 cards banned in addition to the fact that nobody wants their cards ruined.

They're just random characters within Un-Sets. Not really much to say

Still need to add to the list:

Pretty self-explanatory.

However for Spike, Tournament Grinder:

"all of you who are falling over themselves to play with Spike, please remember that Rule 13 exists, and she only functions under whatever rules the rest of your playgroup sets for her. "

And also for Johnny, Combo Player:

"[He is] likely to give your playgroup a headache or lead to problematic games if you're not careful. Use responsibly and remember that if you're playing cards your opponents don't enjoy playing against, they probably won't want to play with you any more."

This section is for any legendary creatures that are printed as part of promotional content for HasCon.

So far this is only Grimlock, Dinobot Leader  Flip/ Grimlock, Ferocious King  Flip

So yeah, not official official, but official enough for many Magic players like myself.

Richard Garfield, Ph.D. is the only Un-mander that is legally banned by the "MTG Commander Rules Committee" over Christmas, in addition to 13 other cards for having "rules that span multiple games". Only play this if your playgroup agrees to it otherwise you will likely no longer have friends afterwards.
I think that the same could be said about 1996 World Champion as with Richard Garfield, Ph.D.. Having an untargetable massive creature that can essentially kill someone with Commander damage turn 6 easily is really not fun therefore again, it should be played only with your playgroup's confirmation.

Whilst it is not technically a silver-bordered card and therefore not part of the legalisation of silver-bordered cards over Christmas, he will likely only be run as a joke Commander.
