I play mostly casual multiplayer EDH. I make reasonably competitive decks that cost around $200 or less. My advice is to do at least 2-3 sealed events for every prerelease that comes out. The packs you get alone (in addition to those you might win) can provide you with some basic cards to build a deck around. You can also take the good cards you don't want and trade them for EDH-relevant ones. Then go to your local store and get useful cards out of the $1 binder. Finally, you'll probably have to use online sites in order to get relevant cards (mana fix/ramp, recursion, etc). Good luck!
