Thanks for your recommendations, I've made some changes to the deck after putting more thoughts into it. Put in bigger worms for more value when we reanimate, some that can control the board a little in case we're behind on board, and some more reanimation.

I have replaced the two copies of Tyrannize in this deck with two additional copies of Perforating Artist, which reduced the mana curve of this deck from 3.38 to 3.25, because I believed that Tyrannize was simply too expensive for its effect.

Another budget friendly option to think about could be Boros Signet instead of 4 of your lands since 20 lands with extra castable mana generation can help sometimes.

Thanks for commenting I appreciate your time! I will be adding Retract and Birgi, God of Storytelling Flip to the deck to act as more fuel to the fire, nice suggestions. Saheeli, Sublime Artificer Efficient Construction and Reckless Fireweaver are all cool cards since they give me value based off of my deck style. However the value only seems to be impactful once I storm enough to win the game anyways. Trying to keep the deck to 0-1 drops + cards that fuel by providing mana/the ability to play more lands per turn.

Some budget friendly land options could be Sacred Peaks and Clifftop Retreat. If you are willing to spend a little more money there is also Sundown Pass that could work well.

If an Orzhov Angel Stompy deck is your objective I concur with multimedia's suggestions about ramp and draw. To add to ramp abilities, may I suggest adding Starnheim Aspirant? It will not only feed into Righteous Valkyrie, but get yer angels on the battlefield sooner. I also concur about the removal of Legion Angel. As a non singleton format, you can't keep extra cards in your sideboard unless they specifically state that you can have any number in your deck.
Speaking of wish cards, some players get salty about wishboards. You may want to find an alternate card for Sparring Regimen to switch in just in the event you have problems with someone and decide it's not worth the arguments. To make wishboard access a tad stronger may I suggest adding Mastermind's Acquisition to your deck? It will allow you to pull another lesson from outside the game or to search your library.
Considering your commander enables casting and, by extension etb triggers, and you have a lot of blink effects, you should consider having Seraph Sanctuary in your deck for the lifegain. And since you have a death trigger in your commander, Teysa Karlov could be a help throwing off counter spells that target triggered abilities.
I also noticed the inexpensive controlling aspects of your deck are largely inexpensive exile cards that benefit the target's controller. I see two options for you. The first is to replace those out. Revoke Existence and Soul Tithe are examples of options if yer interested. In fact, these would make make great additions to what you already have. The second is adding Divine Visitation. If you end up having to use those exile cards on your own stuff then you'll be able the turn them into angels. It also will also allow Halo Fountain to feed into the Enchantment. All of this of course will feed into Seraph Sanctuary.
Speaking of control, I would recommend having Angels that can do that job would help to solidify the tribal aspect of your Angel deck. This would include, but not be limited to Angel of Finality(for decks strong in graveyard interaction) and Metropolis Reformer(Gives you hexproof).Since you already have an angel with landfall in your deck, that would give you the opportunity to add another. Admonition Angel will allow you to exile more creatures.
Speaking of landfall, if you choose to add Divine Visitation, May I suggest adding Emeria Angel? These cards together would feed into Seraph Sanctuary. Also, if you wish to lean a bit more into landfall you should consider more cards you can sacrifice for basic lands. These include, but are not limited to, Esper Panorama, Fabled Passage and Obscura Storefront. These should help with landfall triggers and maybe free up a card somewhere else.

Hey, good WIP for Angels, nice Avacyn and Tithe.
When you break it down to the very basics of what you need for Angels it's three things: Angels, ramp and draw. Angels because you want to cast/attack with Angels, ramp because you want to be able to consistently cast your higher mana cost (4+ CMC) Angels and repeatable draw because you want to keep having Angels in your hand to cast. The better Angels you want to attack with, including Liesa, have a high mana cost, without more ramp you'll have a more difficult time casting them. Consider more lower mana cost (1-3 CMC) ramp and more repeatable draw sources?
In my opinion, a good rule for casual Commander deck building is having at least 10 sources of draw and at least 10 sources of ramp, allocate deck room for these. These are the most important two effects to have for smoother gameplay. Better overall gameplay makes playing Commander more fun since you'll get less frustrated with how your deck is running. Consider cutting a few of the lesser power cards compared to other cards here for more ramp and draw?

- Exemplar of Light, Resplendent Angel, Valkyrie Harbinger, Sanctuary Warden
- Arcane Signet, Talisman of Hierarchy or Mind Stone, Orzhov Signet, Wayfarer's Bauble

- Knight of the White Orchid with Sunlit Marsh, Palace Jailer, Midnight Reaper

- Dragon Throne of Tarkir, The Pandorica, Halo Fountain, Entreat the Angels
- Unmake, Fate Forgotten and Isildur's Fateful Strike
- Legion Angel, Serra's Guardian, Emancipation Angel, Hailstorm Valkyrie, Vengeful Reaper
- Boon-Bringer Valkyrie, Seraph of the Scales, Angelic Skirmisher
- Season of the Burrow and Season of Loss
Some land upgrades to consider that are within the budget for the manabase: Caves of Koilos, Fetid Heath, Shineshadow Snarl, Great Hall of Starnheim, Tyrite Sanctum, Vault of the Archangel, Soulstone Sanctuary, Path of Ancestry

I love the theme here. Legacy has access to a multitude of great reanimation spells. Consider some of the following: Exhume, Animate Dead, Goryo’s Vengeance, Reincarnation, Reanimate, Dance of the Dead, Victimize, Rise of the Witch-king and Dread Return. Some are far better than others but probably out of budget, others are dirt cheap but less effective, and some might hit that sweet spot between cost effective and utility when paired with other cards.
Perhaps a reanimation ‘engine’ of sorts is what you’re looking for, where high costed Wurms are deliberately milled or discarded and brought back into play at a huge cost reduction.

because of the amount of artifacts you're running, stuff like Saheeli, Sublime Artificer & Efficient Construction can help build up a board state
if you've already got Aetherflux out, playing Retract and dumping all your 0 drops onto the board can easily gain you 100 life and kill 2 players. I'd also recommend Reckless Fireweaver for the same reason

Dang, I like this deck way more than I thought I would.
Some random, useless suggestions...
I love Fiery Emancipation and especially City on Fire in decks like this - playing those, then dropping a massive dragon can easily kill a player in a single shot. City on Fire seems the best, since your tokens can be used to play it fairly early before your dragons come out.
They also allow you to potentially get lethal with Rosnakht, since you only have to get her to 7 power.
Also, if you get the chance, the new Twinflame Tyrant seems to slot in well here (although not as budget friendly as some of your other dragons).

This new direction for you to consider improves big creature reanimation, threats shouldn't be a problem if you play smarter. Gameplay will be much different with less creatures, relying more on noncreature spells since they will be replacing creatures. In my opinion a good rule for casual Commander deck building is to have at least 10 sources of draw and ramp. Find deck room for lots of these effects as they're the two most important type of effects for smoother gameplay. Cards that both draw and ramp are helpful Collector's Vault.
More card draw Diresight can help to play smarter since you can better sculpt your hand because you see more cards. Draw spells in the early game Night's Whisper can also help to get more than 7 cards in your hand to then have free discard of creature(s) at your Cleanup step until you have 7 cards in hand. Low mana cost (0-3 CMC) ramp Sol Ring is important because you don't want to have to rely only on your one land drop on your turn as the only source of having mana. With less creatures you don't want mana dorks as ramp only noncreature cards Arcane Signet. Some lands since 40 lands is a lot, could be cut for lower mana cost ramp Utopia Sprawl.
Having your graveyard exiled is a fear/concern for all players who play reanimation thus with Stickfingers don't dump all your creatures at one time into your graveyard. Instead Stickfingers for 2 putting 2 threats into your grave and try to reanimate a creature the same turn you put creature into your graveyard. Paying less mana for Stickfingers leaves mana leftover to reanimate that same turn. This makes more 1 or 2 drop reanimation spells important to play Life / Death, Persist and more any card recursion Regrowth to get reanimation spell back to cast again.
There's cards you can play that help against graveyard exile, but ultimately you can't stop it from happening therefore the best defense is to play smarter. Instant reanimation Makeshift Mannequin, reanimate in response to the exile. Play more lower mana cost removal that can remove artifact, enchantment or creature graveyard hate Assassin's Trophy. In response to graveyard exile you can instant put creatures back into your library Turn the Earth or Repopulate.
Having less creatures and you're worried about not having enough blockers play additonal big creatures like Massacre Wurm. Play more creature board wipes Crux of Fate and Terror Tide. Reanimate big creatures who create token creatures Avenger of Zendikar to then use the tokens as blockers or sac fodder Grave Titan. Planeswalkers that can repeatably create creature tokens Grist, the Hunger Tide are nice. Grist can be reanimated by creature reanimation because when it's in your graveyard it's a creature. It's also a creature in your library therefore if revealed, Stickfingers puts it into your graveyard.
Having more creature token producers Liliana, Death's Majesty makes Altar of Bhaal viable repeatable reanimation since you can exile a creature token to reanimate. Liliana can also be a source of repeatable mana free reanimation. Altar's repeatable reanimation is really powerful when you have token fodder to exile. Grave Titan, Hornet Queen, Avenger of Zendikar are excellent with Altar. Having creature tokens also is defense against most opponent edict effects.

Atraxa's Dicebag of Holding -- Focus fired but good game. Got 8 Replicated Rings, cast Atraxa for 13 mana, but a mass bounce spell removed all those token mana rocks and was more than I could recover from. 14-19-1 for a .424 win percentage

Then I added Comet, and he is goofy fun.
