I think removing Death Cloud and Pox
would go a long way toward making this deck less oppressive.

Rise of the Dark Realms, Virtue of Persistence, and Ink-Eyes, Servant of Oni can steal creatures from opponent's graveyards. Not sure if they're useful here since they're high mana cost but thought I'd throw that out there. Okiba-Gang Shinobi also has double discard when it hits the opponent.
I also frikkin love Ayara, First of Locthwain in mono black decks, she's super good, along with Skullclamp if you've got sac fodder. Admittedly these are only really good if you're running lots of creatures tho.

Great theme deck! My personal recommendations of cards to stick to theme would be Canyon Jerboa to represent the kangaroo mouse Muad'dib and potentially an Armageddon to represent Paul threatening to nuke the spicefields

This is how I found out Errant and Parness are a couple, my Parnesse EDH deck just got better \o/ (for the 5c commander, Marina Vendrell has some passages in the story that can imply a queer identity or you could use Esika, God of the Tree Flip for the rainbow aurora)

Nice budget list etb list! Have you thought about Genku, Future Shaper to add some extra bodies when you flicker cards?
